by Xinhua Writer Zhang Zhengfu     BEIJING, Nov. 29 (Xinhua) -- Energy experts are calling for reforms to the country's natural gas pricing regime in order to offset repeats of the shortages like those that left much of Chinain the cold this month.

PLC Programming

Central and eastern provinces have faced the worst natural gas cuts in years since early November as the government diverted fuel to meet higher demand in the north.     Most experts say the shortages were a direct result of a surge in demand after unseasonally heavy snow hit northern China, but they also blame a rigid pricing regime.

Many US oil traders have been reaching for their ‘Sell Button’ this morning as they return to work with little thanks for the Emirate state-owned Dubai World. While most of America’s oil traders were relaxing at home yesterday, Dubai World sought refuge from its $60 billion debts triggering a global sell off.

Both equities and commodities came under pressure after Thursday’s news that state owned Dubai World had delayed its debt repayment obligations. Traders in New York and Chicago will now be playing catch-up with their European and Asian counterparts. West Texas Crude fell $5/barrel earlier today amid fears that a potential default in Dubai could seriously hamper the robust economic recovery which appears to be priced into $75+ crude. WTI Futures were last changing hands around $74 after hitting earlier intraday lows of $72.30.

"It will be very difficult to reach this target, but the increase (in 2010) compared with this year will be significant," OMV Chief Executive Wolfgang Ruttenstorfer said, speaking at a conference in London.

Top NIOC brass is visiting New Delhi next week where ONGC proposes to “conclude substantive discussion” in picking up oil equity in Persian Gulf. R S Sharma, chairman and managing director at ONGC, told Bloomberg on Thursday that ONGC would discuss ‘specific opportunities’ with executives from NIOC next week. “In import-dependent countries like ours, we have to see where the future sources of energy supplies are,” Sharma said. “Iran, they have the second-largest crude oil and gas reserves and they are not very well exploited.” The South Pars is a natural gas condensate field located in the Persian Gulf. It is the world’s largest gas field, shared between Iran and Qatar. At present, Petropars, the unit of NIOC holds rights for the field. The field's development has been divided into 28 stages.

WASHINGTON — What city contributed most to the making of the modern world? The Paris of the Enlightenment and then of Napoleon, pioneer of mass armies and nationalist statism? London, seat of parliamentary democracy and center of finance? Or perhaps Titusville, Pa. Oil seeping from the ground there was collected for medicinal purposes — until Edwin Drake drilled and 150 years ago — Aug. 27, 1859 — found the basis of our world, 69 feet below the surface of Pennsylvania, which oil historian Daniel Yergin calls "the Saudi Arabia of 19th century oil." For many years, most oil was used for lighting and lubrication, and the amounts extracted were modest. Then in 1901, a new well named for an East Texas hillock, Spindletop, began gushing more per day than all other U.S. wells combined. Since then, America has exhausted its hydrocarbon supplies. Repeatedly.

Oil & gas story - Daily News & Analysis

| | TrackBacks (0)
RIL's results were in line with street estimates. Net profit declined 6.4% year-on-year despite a 315.8% increase in other income, driven by higher interest income due to higher cash and cash equivalents. Profitability was impacted mainly because of the decline in gross refining margins (GRMs) to $6 per barrel from $13.4 per barrel last year. Lower GRMs resulted in a 51.4% decline in the earnings before interest and tax (ebit) of the refining and marketing business. Higher depreciation in the oil & gas and refining & marketing business resulted in a 91.5% increase in overall depreciation cost, which was above market expectations. Refining revenues increased 8.9% and formed 70.7% of total revenues. Petrochemicals revenues fell 14.2% and formed 23.8% of the total revenues, but ebit increased 15.7% and formed 45.9% of the total ebit. This was because the industry was operating on low level of inventory, resulting in higher domestic realisations. On a sequential basis, revenues from oil & gas increased 57.5%, led by higher production from KG-D6 basin and accounted for 5.2% of total revenues. However, ebit margins fell 1,233 basis points (100 basis points make one percentage point) to 41.74%. Decline in ebit margins may be due to higher depreciation.

auto fuel tanks

Cairn India's performance was more or less in line with estimates. Revenues declined 28.3%, driven by a 40.6% drop in crude price realisations and a 4.9% lower gas realisation. Appreciation of rupee hit the company. Operating performance was, however, ahead of expectations. Margins fell 1,943 basis points to 58%, impacted by higher costs. Net profit increased 60.1%, mainly on the back of one-time deferred tax reversal and write-back of provision made in the ONGC carry case, due to a favourable court judgement. Now for the public sector companies: BPCL's revenues declined 28.4% y-o-y, driven by a decrease in product prices, as crude oil prices corrected. Average crude prices dropped to $68.2 per barrel in September as compared with $114.3 per barrel a year ago. Also, the company accounted for receipt of bonds in the September quarter last year. Excluding that, revenues show a decline of 18.1%. The government regulates domestic oil prices in order to control inflation. Given that retail prices are lower than global prices, state-owned OMCs have to share the burden of the increase in prices. The government, in turn, compensates them by issuing bonds, while upstream companies offer discounts. Somewhat reassuringly, BPCL's loss at the net level has reduced considerably. Net loss stood at Rs158.77 crore compared with Rs2,625.27 crore last year. Profitability was helped by correction in crude oil prices, leading to less under-recoveries, a 41% increase in other income and a 50% decline in interest expenses.

Oil and gas companies’ Q2 FY10 results would have been ahead of expectations had it not been for non receipt of bonds by OMCs. Although in absolute terms the subsidy burden was lower, non availability of bonds strained cash-flows for OMCs. While GAIL and OMC’s results were below expectations on account of change is subsidy sharing pattern, RIL reported lower than expected GRMs but compensated with higher than estimated petrochemical margins. Sans the impact of bonds OMCs results were ahead of expectations. Lower production and realization for ONGC was offset by removal no margin sale of MRPL products, while for Cairn it was offset by one time write-backs. CPCL and IGL results were much in line with estimates. Going down the road, uncertainties over subsidy sharing pattern and outcome major litigations between RIL-RNRL (KG-D6), RIL-NTPC (KG-D6) and Cairn-GoI (Cess liability) would continue to plague outlook. Our top picks in the sector continue to remain CPCL and IGL. In case of a favorable judgment in RIL-RNRL litigation, we would be buyers of RIL.

On a yoy basis, lower crude oil prices translated into steep fall in under recoveries. However, the sharing pattern was different yet again as bonds were missing. Losses on auto fuels were completely compensated by upstream companies. GAIL and OMCs were the most impacted on account of the changed subsidy sharing pattern. OMCs performance sans the bonds was above expectations. For GAIL, earnings were further lower on account of drop in margins of petrochemical segment.

Net income fell 51 percent to $3.83 billion, or $1.92 a share, from $7.89 billion, or $3.85, a year earlier, San Ramon, California-based Chevron said on Friday in a statement. Per-share profit excluding such items as gains on asset sales was 24 cents above the average of analyst estimates in a Bloomberg survey. Chevron cushioned the impact of lower energy prices by increasing crude and natural-gas output 11 percent, the biggest gain since the company spent $20 billion to buy Unocal. Oil prices slid almost $50 a barrel as the recession caused global oil demand to drop by 1.34 million barrels a day. U.S. gas futures tumbled to a seven-year low.
